Replacing front turn signal bulb on my 87 Century

I cannot find out how to replace this bulb, It is the type that the turn signal is embedded in the bumper. The book says that there is a access hole underneath the front bumper to get to it but i can not find it. I can see the wire going in and barely get my hand on it, but there has to be a better way. This is frustrating, i can change the engine in the dam thing but cant change a light bulb...Help!
